Coal power in China is electricity generated from coal in China and is distributed by the State Power Grid Corporation. It is a big source of greenhouse gas emissions by China. China's installed coal-based power generation capacity was 1080 GW in 2021, about half the total installed capacity of power stations in China.
Construction began on 70 gigawatts (GW) of new capacity in China, up four-fold since 2019, says GEM’s annual report on the global coal power industry. This compares with less than 4GW of new coal power construction starting in the rest of the world – the lowest since 2014.
The Chinese Statistical Yearbook, published by the National Bureau of Statistics, has specified China’s ‘ensured reserves’ of coal which, according to the Ministry of Land and Natural Resources, have an average recovery ratio of 35%.

The level of new construction starting in China is nearly quadruple what it was in 2019, when the country hit a nine-year annual low of entirely new coal power stations starting. In China, 47.4GW of coal power capacity came online in 2023, GEM says. This increase accounted for two-thirds of the global rise in operating coal power capacity, which climbed 2% to 2,130GW. China’s 70.2GW of new construction getting underway in 2023 represents 19-times more than the rest of the world’s 3.7GW.
"Notwithstanding its environmental commitments, China''s abundant domestic coal reserves provide a significant hedge against energy insecurity. China''s reliance on imported coal is likely to remain limited and even to fall considerably," the paper stated. "Coal is therefore not a geopolitical vulnerability for China.
Currently, two main indicators are used to evaluate coal power overcapacity. One is the utilization hours, which reflect the economic benefits and utilization rate of coal power units (Zeng et al., 2017; Liu et al., 2020; Wang et al., 2020a, Wang et al., 2020b); the other is the installed reserve margin, which reflects the reliability or redundancy of the power system …
